The Authority were seeking to obtain, through this tendering process, price normalisation for all Institutions within a Lot - regardless of size and demand and across the Lots where no Lot is subsidised by a smaller or more geographically disperse Lot.

A maximum of 3 Contractors were appointed per lot.
