The Service will aim to improve the quality of life for carers through an outcomes led approach, providing the right level of intervention, at the right time. The Service will be flexible and designed to meet the needs of carers in Aberdeenshire.

II.2.4) Description of the procurement
Aberdeenshire Council, on behalf of the Health and Social Care Partnership and Education and Children’s Services, are seeking to commission a range of supports and resources for both adult and young carers. The Service will aim to improve the quality of life for carers through an outcomes led approach, providing the right level of intervention, at the right time. The Service will be flexible and designed to meet the needs of carers in Aberdeenshire.
Key Service Aims:
- Identification of carers through contact with the Health and Social Care teams, Education and Children’s Services, other third sector organisations and development of innovative ways to engage with hidden or marginalised carers;
- Provide carers with information, advice and enable them to access resources within their communities;
- Support carers to complete either an Adult Carer Support Plan or Young Carer Statement; and where this is declined, record and plan other support that is available through the service
- Support carers to complete either an Adult Carer Support Plan or Young Carer Statement; and where eligible refer to the carers team for an SDS budget. Where carers are not eligible for SDS the service will provide support to enable carers to meet their identified outcomes
- Support carers during transitions within their caring role;
- Support at the point of hospital discharge;
- Manage short break funding provided by the Scottish Government through Shared Care Scotland;
- Carer involvement and consultation;
- Support carers to maintain their own health and well-being;
- Provide training and development opportunities to enable carers to continue in their caring role;
- Development role.

Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the services as described. A minimum of two examples will be required.
Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015

The management and monitoring of the contract awarded will be undertaken in accordance with the Aberdeenshire Council Social Care Contract Management Framework and guidance in relation to the monitoring of support service contracts. Routine monitoring and KPI reporting; and non-routine compliance reporting processes will be implemented.

30 - 50 Moderate Risk – subject to further discussion internally with the option to reject.
21-29 High Risk – subject to further discussion internally with the option to reject.
1-20 Very High Risk – Reject.

2. Please state current turnover (if contract value is over 50% of reported turnover, further discussion will be had internally with the option to reject).
3. If you are under no obligation to publish accounts on Companies House and/or do not have a comprehensive credit rating then provide audited financial accounts for the previous two years. Both quick and current ratios should be a minimum of 1:1.5 for the two successive years. Bidders whose ratios do not meet the minimum criteria will be rejected. Bidders who can provide audited accounts but chose not to do so shall be rejected.
4. Bidders who have been trading for less than one year and cannot provide audited accounts must submit the cash flow for the current year and a letter from the bank outlining the current cash and credit position for the current year and subsequent year. This will be subject to internal discussion with the option to reject.
5. If bidder still does not meet the financial criteria for consideration but has a parent company that does, the firm may still be eligible for consideration where their submission is supported by a parent company guarantee.
It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer’s Liability Insurance = 10m
Public Liability Insurance = 5m
