The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The University is procuring this specific instrument to enable a particular research group, the Henderson Lab, to engage in collaborative research with external partners already using this system. By using the same manufacturer & model of instrument, potential variations in data which may skew research results is removed. There is additional benefits in that prepared samples can be used interchangeably with other instruments from the same manufacturer within the Lab, allowing more data to be gathered from a single prepared sample.
