Abstract

Sefton Council is looking to appoint a provider to deliver the Community Stop Smoking Service for Sefton that forms an integral part of Sefton’s Living Well Service (LWS).

LWS has three core strands, comprised of two specialist components ‘Smokefree Sefton’ and ‘Active Sefton’, and a community component, ‘LWS Community’. The scope of this project covers LWS Smokefree Sefton only but describes the aligned and integrated relationship with the other components, to provide a seamless health improvement offer for Sefton residents.

Sefton wishes to implement a model of service delivery that is dynamic in its approach and meets the diverse needs of the population it serves. The service will maximise opportunities to provide expert and tailored support for people who want to quit or reduce the harms associated with smoking and tobacco. The service will work effectively with key stakeholders to ensure more children and young people grow up in smokefree environments and communities, focusing on settings where children are more likely to be exposed to smoking, including homes and play areas.

This contract will commence 1st April 2024 and run for a core period of three years, with two

one-year extension options.

This procurement is being undertaken in accordance with section 7 of the Public Contracts

Regulations 2015, also known as the "Light Touch" regime.

The Council’s maximum budget for this contract is £630,000 per annum.

The price agreed for the contract is subject to the ongoing availability of sufficient funding. In the event that during the contract period the Local Authority does not have sufficient funds to cover the price of the contract the Contractor will develop and agree a contract variation with the Commissioner such that the contract price remains within the funding available. In the event that agreement cannot be reached the dispute resolution procedure set out within the contract will be followed.
