Abstract

Bath and North East Council is seeking to recommission the community services that have been part of a prime provider contract model since 2017. The services to be recommissioned are wide ranging and focus on improving outcomes for adults and informal carers and contributing to preventing and tackling health inequalities, and preventing, reducing or delaying need to statutory care.

Community services being considered for recommissioning are:

o Information, advice and guidance

o Prevention and yearly targeted support, including independent living support

o Support for carers

o Day opportunities for adults and older people

o Support for people with dementia

o Community based and accommodation-based support for people with needs linked to mental health

o Community based and accommodation-based support for people with learning disabilities, autism and neurodiversity

o Support and provision of equipment for people with sensory impairment

Bath and North East Somerset Council are hosting two provider market engagement events to inform the market on strategic drivers for this commissioning, the case for change and emerging future commissioning intentions.

The first event will be held for incumbent community services providers and will be by invitation only.

The second event will be open to the wider market (along with existing providers):

Date: Tuesday 8th October 2024

Time: 10:00 – 14:00

Location: Bath Guildhall (Brunswick Room), High Street, Bath, BA1 5AW

Providers can register to attend by contacting CommunityServices_EarlyHelp@BATHNES.GOV.UK

This notice signals the intention to conduct an information gathering and market engagement exercise only.

This notice does not constitute a call for competition in its own right.

Publication of this notice and any responses to it does not commit the Authority or respondents to undertaking or participating in any future procurement process, nor provide any process exemptions or preferential treatment to any parties expressing an interest.

The Authority will not be liable for costs incurred by any interested party in participating in this exercise howsoever arising.

The Commissioners are exploring their options on how to re-commission a range of Community Services. The scope, value, process(es) and contract model(s) of the services to be implemented is yet to be determined.

This PIN is not a formal call for competition and does not signal the launch of any formal procurement process but is being issued by the Commissioners as they are seeking to engage with suitably qualified providers to help inform and shape the next steps of this commissioning process. The Commissioners aims are:

• Engaging with providers.

• Understanding the interest there might be in providing such services from suitably qualified providers.

• Informing the commissioning process.

• Gathering information from stakeholders that may be used to shape a commissioning / procurement process and the associated documentation.
