Abstract

​Fife Council has a statutory responsibility to provide healthy, nutritious meals to pupils across its network of schools and educational establishments. As part of this service, the Council requires a reliable and compliant mechanism for the purchase and ongoing supply of fresh meat products. Existing arrangements are due to expire and therefore a new Contract is required to ensure continued supply in line with national guidance, nutritional standards and value-for-money principles.

​High Level Scope

​The requirement will cover the supply and delivery of fresh meat and meat products to council-operated schools and educational facilities throughout the Fife region.

​The Council’s overall ambition is to procure a reliable, sustainable supply of high-quality fresh meats that supports healthy eating in schools and delivers best value for Care Home residents. The procurement mechanism should therefore:

​Ensure continuous and uninterrupted supply to all school sites and Care Homes

​Provide compliant and traceable goods that meet food safety / assurance standards (Red Tractor, Quality Meat Scotland or equivalent)

​Support the delivery of nutritionally balanced meals in compliance with Scottish Government nutritional regulations

​Encourage sustainable sourcing, including reducing carbon footprint and supporting the local economy where appropriate

​Promote fair working practices across the supply chain

​Deliver value for money throughout the contract term
