Abstract
The City of Bradford Metropolitan District Council is seeking to appoint a provider with expertise in conducting Health & Safety Risk Assessments for work experience students, the majority being at the High-risk level. The City of Bradford Metropolitan District Council covers a wide area including the towns of Bingley, Ilkley, Keighley and Shipley. It serves a population of over 531,200 people1 making it the fourth largest Metropolitan District Council in the country. Geographically 66% of the district is rural but 80% of people live in urban areas. Bradford has a youth population of over 150,000 young people aged 0 to 19, which represents just under 29% of our total population. Numbers of children and young people are highest in our inner-city wards where 40% of the population is aged between 0 and 19 years. Service Overview Xperience the work placement team within Bradford Council are a small team of professionals established since 1999 to organise and co-ordinate work placements predominantly for young people aged 14-19 who attend schools across the Bradford District and West Yorkshire. To ensure students are able to work in a safe environment with tasks suitable and appropriate to their needs, they support employers as well as schools in their duty of care and legal obligations. To support the team’s high volume of work throughout the academic year, in particular summer term, we sub-contract some of the health & safety work out to professional organisations (including SMEs) that have as a minimum NEBOSH General Certificate along with ‘higher risk’ background/employment experience in engineering or manufacturing. The City of Bradford Metropolitan Council is thereby conducting a market engagement event to explore the range of solutions and providers available in the market. The Market Engagement Event will be held virtually via Microsoft Teams on Tuesday 30th September 2025. Between 09:15am-10:15am. Interested providers will need to register and access the YORtender/EU Supply e-tendering platform and send a message via the messaging facility to notify the authority of your intent to attend the event. Additionally, please email xperience@bradford.gov.uk stating your full name, company name and email address. We will then email to confirm your registration and a Teams link to access the meeting
