Description of the goods or services required

Hyppo Hydrogen Solutions Ltd is seeking quotations from suitably qualified and experienced contractors for the design, supply, installation, and commissioning of a minimum sized 200 kW solar PV system at Bay Studios, Fabian Way, Swansea.

The project will deliver a cost-effective, futureproof renewable energy solution to reduce grid dependency and support long-term sustainability objectives. The system must be designed to maximise generation within the allocated budget of £200,000 and integrate with existing and planned energy infrastructure.

The works will include but are not limited to:

System Design

Full design of a minimum sized 200 kW PV system (or maximum achievable within budget).

Optimisation of panel layout to maximise efficiency and yield.

Compliance with all UK/EU standards and planning/building regulations.

Supply & Installation

Solar PV panels (Tier 1 or equivalent).

Inverters with high efficiency and smart monitoring capability.

Mounting structures suitable for the designated site (roof or ground-mounted, as confirmed).

Balance of system (cabling, isolators, switchgear).

Commissioning and testing to industry standards.

Integration

Connection to the local distribution network (grid connection).

Integration with an existing or future battery energy storage system.

Capability to operate as part of a smart energy system (monitoring, control, demand response).

Additional Requirements

Online monitoring platform accessible by Hyppo Hydrogen Solutions.

Warranties: minimum 20-year panel performance, 10-year inverter, 2-year workmanship.

Training for staff in operation and maintenance.

Operation & Maintenance manual.

Compliance with all HSE requirements.

3 Conditions for Participation

Minimum standards and qualification required

• The successful supplier will be appointed under NEC4 Engineering and Construction Short Contract (ECSC).

• All works must comply with UK regulations, manufacturer standards, and CDM Regulations 2015.

Budget and Funding

• Maximum budget: £200,000 (exclusive of VAT).

• Tenders exceeding this budget will not be considered.

• Value for money and ability to maximise system size and output within the budget is a key evaluation criterion.

Evaluation Criteria

Tenders will be assessed on the following weighted criteria:

• Technical Capability & System Design – 40%

• Cost Effectiveness / Value for Money – 30%

• Experience & Track Record – 15%

• Delivery Timescales – 10%

• Sustainability / Added Value – 5%

1. Company details, relevant experience, and accreditations (e.g. MCS, NICEIC, ISO).

2. Proposed design, equipment specification, and layout.

3. Detailed cost breakdown (equipment, labour, installation, commissioning).

6. Evidence of financial standing and insurance.
