The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The award was to the current subcontractor who works under a prime contractor and currently performs these services. The award required an in depth knowledge of the development of the system in order to continue to go live with the additional functionality for the Performers List aspect of the system. No other supplier currently has the technical expertise of the PCWIS system to be able to undertake this work.
