The procurement falls outside the scope of application of the Directive
Explanation
A direct award is appropriate to ensure continuity with the existing GIS solution, avoiding the additional costs and disruption associated with migration, parallel system operation, implementation and user training. Retaining the current solution also reduces ICT support requirements and provides a cost-effective cloud-based service with a predictable total cost of ownership. This has been procured via G-Cloud 14 framework provider under RM1557.14 agreement, SIS Desktop and SIS Web Map Lot 2 - Cloud Software; Call Off Contract, Service ID: 114774072954910 and aligns with PCR2015 regulations
