Title
Christmas Lighting Installation, Maintenance, Removal and Storage Contract - Mold Town Council

Description of the goods or services required
Mold Town Council invites tenders from suitably qualified and experienced contractors for the installation, maintenance, removal and secure storage of the Council's Christmas lighting scheme within Mold Town Centre.
The contract will include the annual installation of Council-owned Christmas lighting and associated equipment, Christmas tree lighting and decoration, maintenance and emergency call-outs during the operational period, dismantling and removal following the Christmas period, secure storage, annual testing and certification and inspection and verification of relevant catenary and anchor infrastructure.
The successful contractor will also be required to undertake an initial inspection of the Council-owned lighting stock following contract award and to prepare and maintain a comprehensive photographic asset register recording the condition and location of the Council's lighting equipment.
The initial contract term will be five years commencing with the 2026 Christmas lighting season, with an option for Mold Town Council to extend the contract for a further one year.
The Council-owned Christmas lighting stock is currently held by the incumbent contractor and access to inspect the stock during the tender period cannot be guaranteed. The Council will facilitate handover of the stock to the successful contractor as soon as practicable following contract award.
The successful contractor must have sufficient resources and capacity to mobilise immediately following contract award and complete the 2026 Christmas lighting installation no later than 20 November 2026.

Total quantity or scope of tender
The contract is for the annual installation, maintenance, testing, removal and secure storage of Mold Town Council's Christmas lighting scheme for an initial period of five years, covering the 2026 to 2030 Christmas lighting seasons, with an option for the Council to extend the contract for a further one year covering the 2031 season.
The estimated maximum total contract value, including the optional one-year extension, is 151,200 GBP inclusive of VAT. This is an estimated maximum value for procurement purposes and does not represent a guaranteed level of expenditure.
The contract includes all labour, plant, equipment, access equipment, transport, testing, maintenance, emergency call-outs, removal, storage and associated services required in accordance with the Invitation to Tender.

3 Conditions for Participation

3.1

Minimum standards and qualification required
Tenderers must be suitably qualified and experienced to undertake Christmas lighting and associated public realm electrical installation, maintenance, testing and removal works.
Tenderers must demonstrate appropriate electrical competence and accreditation, suitably qualified and experienced personnel, appropriate health and safety arrangements, and experience of delivering comparable contracts.
Tenderers must hold the insurance levels specified within the Invitation to Tender, including Public Liability Insurance of 10 million GBP, Employers' Liability Insurance of 10 million GBP, Professional Indemnity Insurance of 2 million GBP where applicable, and Contractors' All Risks Insurance of 5 million GBP.
Tenderers must be able to provide all relevant certification, risk assessments, method statements and evidence of competence required by the Invitation to Tender.

Additional Information
Tenderers should read the full Invitation to Tender and supporting documentation before submitting a response.
Site visits are strongly encouraged and may be arranged by contacting Mold Town Council.
The Council-owned Christmas lighting stock is currently held in storage by the incumbent contractor. Access to inspect the lighting stock during the tender period cannot therefore be guaranteed. The Council will facilitate handover of the stock to the successful contractor as soon as practicable following contract award.
Tenderers must confirm that they have sufficient resources and capacity to mobilise immediately following contract award and to complete installation of the 2026 Christmas lighting scheme no later than 20 November 2026.
Clarification questions must be submitted through Sell2Wales by 5.00pm on 21 September 2026.
Tender submissions must be made electronically through the Sell2Wales Postbox by 12.00 noon on 28 September 2026. Submissions by email will not be accepted.
The award of the contract is subject to formal approval by Mold Town Council.
