II.2.4) Description of the procurement

The Authority intends to award a contract for the Service to the existing provider pursuant to Direct Award Process C under Regulation 9 of the Health Care Services (Provider Selection

Regime) Regulations 2023 ("PSR").

This is a notice under Regulation 9 (3) of the Authority's intention to award the contract for the Service as described below to the existing provider.

The contract is for the provision of the Sunderland Integrated Sexual Health Service ('Service') which will enable open access, cost effective and high quality provision of contraception and prevention, diagnosis and management of sexually transmitted infections. This will be provided according to evidence based guidance and adapted to the needs of the local populations.

The Service aims to improve sexual health by providing easy routes of access to interventions and ensuring sexual health and contraceptive needs can be met through a single service, usually by one health professional. The Service will offer extended opening hours and be provided in accessible locations.

The Provider will work with the Council to create and develop a service which manages Service Users' needs appropriately at all times .

This is a notice under Regulation 9 (3) of the PSR of Sunderland City Council's intention to award the contract for the Service to the existing provider, South Tyneside & Sunderland District NHS Foundation Trust pursuant to Direct Award Process C of the PSR.

The proposed contract is valued at £12,748,580.00 over 5 years (1/10/2026 -30/09/2031) with an option to extend up to a further 2 years at the discretion of the Council. The total contract value for the 5 years plus the option to extend up to 2 years is £17,848,012.00

The proposed award of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this proposed award.

This contract has not yet formally been awarded; this is a notice under Regulation 9 (3) of PSR of the Authority's intention to award the proposed contract under Direct Award Process C.

No conflicts of interest were declared.

All basic selection criteria have been met and the key criteria were weighted as follows:

Quality and Innovation (25%)

Value for Money (10%)

Integration, Collaboration and Sustainability (25%)

Improving access, reducing health inequalities and facilitating choice (35%)

Social Value (5%).

Following assessment of the above key criteria, the existing provider scored 88% out of 100%.

As a consequence, in light of the above, the Authority is of the view that the existing provider is satisfying the original contract and will likely satisfy the proposed new contract to a sufficient standard for the purpose of Regulation 9 (2) of the PSR.
