The Selection Criteria & Exclusion Grounds are included in the SPD & ITT, summarised as follows:
SPD-IV-4B1a: General Yearly Turnover - minimum “general” annual turnover for the last two financial years (Lot 1 – GBP 1,139,600; Lot 2 – GBP 932,400; Lot 3 – GBP 518,000; Lot 4 – GBP 90,000).
SPD-IV-4B5ab&c: For all Lots - Professional Indemnity - GBP 5,000,000; Employers Liability Insurance GBP 5,000,000 & Public Liability Insurance GBP 10,000,000.
SPD-IV-4B6: Current Ratio greater than the Lot specific level stated for the last two financial years (Lot 1 – 1.20; Lot 2 – 1.15; Lot 3 – 1.15; Lot 4 – 1.10)
SPD-IV-4C4:Inclusion of prompt payment clause.
SPD-IV-4C7:Demonstration of response to climate change emergency.

It is the intention of the Council that any Contract resulting from this ITT will commence on 1 April 2027 for a period of up to 6 years, broken down as follows:
- Core Contract Period: three years
- Optional Extension 1: 12 months
- Optional Extension 2: 12 months
- Optional Extension 3: 12 months
The Council intend to award to a maximum of 4 providers (or four consortiums with a lead organisation), one for each Lot.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:
It was deemed inappropriate to include community benefits in this instance considering:
- that potential Providers are third sector organisations/charities, and the inclusion of community benefits could take away from the service that is being commissioned.
- the service is in itself is a benefit to the community.

An economic operator that suffers or risks suffering loss or damage attributable to a breach of duty under Public Contracts (Scotland) Regulations 2015 may bring proceedings in the Sheriff Court or Court of Session. A claim for an ineffectiveness order must be made within 30 days of the Contract Award Notice being published in the Find a Tender Service or within 30 days of the date those who expressed an interest in or otherwise bid for the contract were informed of the conclusion of the contract or in any other case within 6 months from the date on which the contract was entered into.
