Abstract

NHS Wales Shared Services Partnership (NWSSP), hosted by Velindre University NHS Trust, are issuing this Market Engagement Notice to engage with the suppliers to gather feedback on market capabilities and capacity for the provision of managed services to support the operation of a finance, procurement and warehouse management system.

The Central Team eBusiness Services (CTeS), within NWSSP, manage and supervise several core national enterprise systems which are used by Health Boards, Trusts, Special Heath Authorities, and Hosted Organisations, in Wales. These systems are collectively known as the FMS Enterprise System and include:

- An e-Business Application System, including auxiliary services, which is facilitated through the Oracle eBusiness suite.

- A Business Intelligence (BI) reporting system, facilitated through Qlik Sense.

- An OCR Intelligent Scanning Management System

- A Warehouse Management System

- Other BI Reporting Systems

The purpose of this market engagement exercise is to gather greater insight into the market’s capacity and capabilities in relation to provision of managed services and NWSSP are specifically seeking engagement from suppliers who are e-Business Suite experts with supply chain capabilities specifically covering warehouse management and who can also support to roll out and further development of discrete manufacturing processes within a regulated environment.

The analysis of feedback obtained from this exercise will allow NWSSP to further develop its strategy and refine its service delivery requirements ahead of any potential procurement.

The main objectives of this exercise are to:

- Assess the level of interest in the marketplace from suppliers who can support the Oracle eBusiness Suite (EBS),

- Test market capability and capacity,

- Validate the proposed scope and service model,

- Understand delivery approaches, innovations and commercial models and indicative rates, and

- Explore development and innovation in relation to AI and the benefits that may be realised with its deployment through the Oracle eBusiness Suite.

The provision of the Oracle EBS is facilitated through existing perpetual licences, and the scope of this engagement exercise does not include migrating the e-Business Application System to a Software as a Service (SaaS) model.

This exercise is not a formal procurement process, does not constitute a call for competition and does not commit NHS Wales to any future procurement. However, information gathered through this engagement will help inform the development, scope and future direction of the project.

Suppliers can express their interest in this process and request a copy of the Market Engagement Briefing Document, which contains further details on the requirement and engagement process, by contacting Chris Squires (christopher.squires@wales.nhs.uk).

When submitting an expression of interest, suppliers are requested to confirm that they acknowledge and understand that:

- the proposed managed service requirement relates specifically to Oracle E-Business Suite (Oracle EBS) and does not include support for Software-as-a-Service (SaaS) solutions;

- they have the necessary supply chain capabilities to support the requirements of the service; and

- they possess the capability and expertise to support the development of warehouse management systems within discrete manufacturing environments.

Suppliers will have the opportunity to participate in a structured engagement session which are scheduled for the 5th, 8th and 14th October. There are 10 sessions available and these will be allocated on a first come first served basis. However, NWSSP reserves the right, at its sole discretion, to make additional sessions available should there be sufficient interest from the market. No guarantee is given that additional sessions will be offered.
