Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
The contract was awarded as a call-off under the CCS RM6360 Legal Panel for Government Framework Agreement. The framework was established through a compliant competitive procurement process and permits direct award in accordance with its call-off provisions. The Authority obtained advice from Commercial Legal Services (CLS), who recommended the use of Gowling WLG for this requirement. Accordingly, no separate OJEU procurement or prior publication was undertaken, as the contract was awarded under the provisions of the existing framework agreement.
