Abstract

The Customer Organisation, M-SParc wish to appoint a Supplier to undertake the design and construction of an 800 kW (AC) Solar Farm and BESS system on the landscape near the M-SParc Hub building. Installing solar panels will mean a more efficient means of attaining power to the building offering environmental and commercial benefits. The site has attained full planning permission and a connection offer from SPEN. The Customer Organisation has identified a number of site-specific challenges associated with the proposed electrical cabling arrangement. These challenges are reflected within the technical information and Employer's Requirements provided as part of the tender documentation. The Customer Organisation recognises that there may be a number of technically viable approaches to addressing these challenges and is therefore open to alternative solutions proposed by suitably experienced Tenderers.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers will be required to:

Demonstrate relevant experience of successfully delivering comparable solar photovoltaic (PV) design and build projects, including projects of a similar scale and complexity.

Provide details of relevant previous contracts, including client references, project value, capacity installed and scope of works undertaken.

Demonstrate appropriate technical competence and suitably qualified and experienced personnel to undertake the design, construction, commissioning and handover of the solar PV installation.

Hold, or be able to obtain prior to commencement of the works, appropriate levels of public liability and employers' liability insurance as specified in the tender documents.

Demonstrate appropriate financial capacity to undertake and complete the contract.

Demonstrate appropriate health and safety competence and membership of a recognised Safety Schemes in Procurement (SSIP) scheme, or demonstrably equivalent arrangements.

Comply with all applicable statutory, regulatory and technical requirements relevant to the design and construction of the solar PV installation.

Confirm that they are not subject to any applicable mandatory or discretionary exclusion grounds under the Procurement Act 2023.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Community Benefit plan will have core and non-core elements, found in Annex 2 of the ITT.

The buyer considers that this contract is suitable for consortia bidding.
