PRELIMINARY MARKET ENGAGEMENT NOTICE:
Introduction
Social Care Wales is exploring the development of a national Multi-Disciplinary Team (MDT) Support Offer for local authorities across Wales.
The aim is to establish a consistent, evidence-informed approach to MDT support that complements existing regional and local arrangements, strengthens organisational capability and supports service improvement across the Welsh social care system.
Social Care Wales is seeking market feedback to help shape the future procurement approach and understand supplier capability, capacity and innovative approaches to delivering this programme.
Background
A range of improvement and support arrangements currently operate across Wales. While these provide valuable support, provision can be variable and lacks a consistent national framework.
The proposed programme aligns with Social Care Wales's strategic ambitions for improvement, innovation and evidence-informed practice and seeks to develop a coordinated national support offer that adds value to existing arrangements.
Scope of the Opportunity
The commission is expected to include the design and development of an implementation-ready MDT Support Offer, including consideration of:
- The purpose, scope and intended outcomes of the offer.
- Service and operating model design.
- Governance and accountability arrangements.
- Resource, capacity and costing requirements.
- Access, implementation and evaluation considerations.
- Social Care Wales welcomes feedback on whether these areas are appropriate and whether alternative approaches should be considered.
Key Requirements
Social Care Wales anticipates that suppliers may require expertise across a range of disciplines, including:
- Co-design and effective stakeholder engagement.
- Understanding and analysing the current improvement and support landscape.
- Evidence, research and insight, including relevant social care policy and practice.
- Service design, development, testing and refinement.
- Operating model and governance design, including feasibility, resourcing and costing.
- Programme and project management.
The successful supplier will be required to develop and deliver a comprehensive engagement programme involving local authorities, system partners and wider stakeholders.
Market Capability
We are interested in hearing from organisations with experience in areas such as:
- Service design and transformation.
- Social care improvement and innovation.
- Stakeholder engagement and co-design.
- Operating model and governance development.
- Research, evaluation and evidence-informed practice.
- Delivery within the Welsh social care context.
Consortia and partnership approaches are welcomed.
