The procurement falls outside the scope of application of the Directive
Explanation
The contract was awarded as a call-off under the G-Cloud 14 Framework Agreement following a direct award process in accordance with the framework rules. Gateshead Council developed a specification for a Media Relations and Communications Management System and assessed suppliers available under G-Cloud 14 against the Council's requirements. Following a review of the available solutions, the awarded supplier was identified as the most suitable provider capable of meeting the Council's requirements, including media relations, stakeholder engagement and communications management functionality. The contract was awarded in accordance with the terms of the framework agreement and no separate call for competition was required.
