Abstract

The Smokefree Generation programme is a government-funded initiative designed to expand and strengthen local smoking cessation services. Through the use of this funding, Lincolnshire County Council has established this contract to increase capacity, improve accessibility, and support higher levels of quit attempts and successful smoking cessation outcomes across the county. Description of the service to be provided: The service enhances and expands existing community-based stop smoking support across Lincolnshire through funding from the DHSC SmokeFree Generation (SFG) programme. Aiming to increase access to evidence-based smoking cessation services, support more people to set a quit date and successfully stop smoking.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 30th September 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Under the Health Care Services (Provider Selection Regime) Regulations 2023 (“PSR”), the Council has undertaken an evidence-based assessment of the incumbent's capability and consistent performance in delivering against all of the Key Criteria and contract performance KPIs. A provider assessment has been undertaken in accordance with the PSR Key Criteria listed below using a balanced criteria assessment methodology:

• Quality and innovation

• Value

• Integration, collaboration and service sustainability

• Improving access, reducing health inequalities and facilitating choice

• Social value

The provider assessment demonstrates substantial evidence of the incumbent’s proven ability to deliver a successful, outcomes-based service to the public. The contract management team has full confidence in the provider’s past performance, reinforcing the view that they are well-positioned to deliver the service for the next 6 months. This confidence is based on their consistent alignment with commissioning requirements, strong market expertise, and effective management and performance of the contract requirements. The provider has a track record of not only meeting the required criteria but also enhancing service delivery through new initiatives aimed at improving health outcomes and reducing health inequalities

How Conflicts of interest were managed: There were no declared conflicts or potential conflicts of interests identified by or in relation to any individuals involved in making the decision. All relevant stakeholders completed COI forms prior to the assessment which were kept under review during the process. Only one potential conflict of interest was identified throughout the process, from an individual involved in wider project work. The potentially conflicted individual was excluded from discussions relating to the procurement process and took no part in decision making.
