Abstract

The Vale of Glamorgan Council is seeking to appoint a suitably qualified and experienced Market Business Planning and Commercial Strategy Consultant to support the redevelopment of the former Wilko store, 59–71 Holton Road, Barry. The commission will provide an evidence-based assessment of the proposed ground-floor indoor market, including market demand, trader and occupier mix, soft market testing, sustainable rental and charging levels, income potential, operating costs, alternative operational and governance models, and financial viability, culminating in a five-year Profit and Loss forecast and editable financial model. The commission will also include a distinct options appraisal for the upper floor, building upon existing engagement and evidence to identify, test and recommend viable future uses based on demand, income potential, deliverability and compatibility with the ground-floor market. The Consultant will work collaboratively with the Council, its Economic Development Team, appointed Architect and specialist Market Designer, providing clear, practical and tangible outputs to inform the emerging design, business case, funding applications and future Council investment and operational decisions.

Total quantity or scope of tender

The commission comprises one complete Market Business Planning and Commercial Strategy consultancy appointment covering the proposed ground-floor indoor market and an options appraisal for the upper floor of the former Wilko store. The scope includes review and analysis of existing evidence; market, demographic and comparator research; trader and occupier demand assessment; soft market testing in collaboration with the Council’s Economic Development Team; development of a recommended market and trader mix; rental and charging strategy; assessment and recommendation of alternative operational and governance models; income and operating cost analysis; a five-year Profit and Loss forecast; break-even, occupancy and sensitivity testing; and provision of an editable financial model. The upper-floor workstream will include review of previous engagement, identification and testing of potential uses, longlisting and shortlisting, detailed appraisal of approximately 3 to 5 options, and recommendation of a preferred use or mix of uses. The commission will culminate in a Market Business Plan and Commercial Strategy, Upper Floor Options Appraisal, Financial Model and Funding/Business Case Evidence Pack, with emerging findings provided throughout the commission to inform the separately appointed Architect and Market Designer.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders must demonstrate that they are suitably qualified and possess the technical capability, commercial expertise, resources and capacity necessary to deliver the Market Business Planning and Commercial Strategy commission within the required programme. Bidders must be able to provide appropriately experienced personnel with demonstrable expertise in business planning, commercial and financial modelling, market or comparable destination operations, demand analysis, operational model appraisal and property/options assessment. They must hold and maintain the minimum levels of Professional Indemnity, Public Liability and Employers’ Liability insurance specified within the procurement documentation, satisfy the Council’s financial/credit and mandatory due diligence requirements, and demonstrate sufficient organisational capacity to complete the commission. Bidders must also be capable of working collaboratively with the Council’s Economic Development Team, appointed Architect and Market Designer and comply with all relevant statutory, equality, Welsh language and Council requirements applicable to the services. Failure to satisfy any mandatory condition for participation may result in exclusion from the procurement process

Additional Information

This is a high-profile town centre regeneration project with significant stakeholder and public interest and will be delivered to an accelerated programme. The Business Planning Consultant will be expected to work collaboratively with the Council’s Economic Development Team, separately appointed Architect and specialist Market Designer, providing emerging findings at key stages so that evidence relating to trader demand, market mix, rental affordability, operational requirements and commercial viability can directly inform the developing design. The Council has already undertaken public and stakeholder engagement, including work identifying emerging themes and potential uses for the upper floor, and this evidence will be made available to the successful Consultant to review, test and build upon rather than duplicate. The Council’s Economic Development Team will also support proportionate soft market testing with local businesses, prospective traders and potential occupiers. The commission is intended to produce practical, evidence-led recommendations and tangible outputs capable of supporting the Council’s business case, funding applications and future operational and investment decisions, with final business planning, financial modelling and funding evidence required by early March 2027.
