Interior Designer – Wilko Redevelopment Project – Indoor Market Designs

Description of the goods or services required

The Vale of Glamorgan Council is seeking to appoint a suitably qualified and experienced specialist Market and Interior Designer to support the redevelopment of the ground floor of the former Wilko store, 59–71 Holton Road, Barry, into a vibrant and commercially sustainable indoor market. The appointed Designer will lead the development of the specialist internal market environment, including market stall typologies and configurations, customer experience, materials and finishes, furniture, lighting, signage, wayfinding, accessibility, placemaking and overall market identity. The Designer will work collaboratively with the Council’s separately appointed Architect to ensure that the market design is fully integrated within the wider architectural proposals, progressing from initial design vision and mood boards through concept development, stakeholder review and a pre-Christmas design reveal, to a coordinated final market design and funding-ready package by mid-March 2027.

Total quantity or scope of tender

The commission comprises one specialist Market and Interior Design appointment covering four defined stages of work: Discovery and Market Design Strategy; Concept Design; Design Development and Coordination; and Final Concept and Funding Readiness. The required services include site review and benchmarking, development and selection of an overarching design vision, preparation of market layouts and specialist stall typologies for a range of trader uses, customer experience and placemaking proposals, materials and finishes, furniture, lighting, signage and wayfinding, accessibility and inclusive design considerations, customer welfare environments, visualisations and stakeholder presentation material. The Designer will be required to work collaboratively with the separately appointed Architect throughout the commission, including preparation of coordinated material for a pre-Christmas 2026 design reveal, followed by refinement of the preferred market layout and stall concept and completion of a final coordinated Market Design Concept Pack and Funding Bid Design Package by mid-March 2027

3 Conditions for Participation

Minimum standards and qualification required

Bidders must demonstrate that they are suitably qualified and have the technical capability, professional competence, resources and capacity to deliver the specialist Market and Interior Design services set out within the procurement documents and within the required programme. Bidders must hold and maintain the minimum levels of Professional Indemnity, Public Liability and Employers’ Liability insurance specified by the Council, satisfy the Council’s financial/credit and mandatory due diligence requirements, and provide appropriately experienced personnel capable of undertaking the commission. Bidders must also demonstrate the ability to work collaboratively with the separately appointed Architect and wider project team and comply with all relevant statutory, health and safety, equality, Welsh language and Council requirements applicable to the delivery of the services. Failure to satisfy any mandatory condition for participation may result in exclusion from the procurement process.

This is a high-profile town centre regeneration project with significant stakeholder and public interest and will be delivered to an accelerated programme. The appointed Market Designer will be required to work closely and collaboratively with the Council’s separately appointed Architect and wider project team, with a key interim milestone being the preparation of emerging concepts, mood boards, stall designs and visual material for a pre-Christmas 2026 design reveal to Councillors and senior officers. Following feedback, the preferred design direction, market layout and stall concepts will be further developed and coordinated with the Architect’s proposals, culminating in a final Market Design Concept Pack and funding-ready design material by mid-March 2027. The Council is seeking a distinctive, locally relevant and commercially practical market design that balances creativity with accessibility, sustainability, durability, operational requirements and value for money.
