Architectural Services – Wilko Redevelopment Project – Indoor Market Designs

Description of the goods or services required
The Vale of Glamorgan Council is seeking to appoint a suitably qualified and experienced architectural practice to provide architectural, feasibility and design development services for the proposed redevelopment of the ground floor of the former Wilko store, 59–71 Holton Road, Barry, into a new indoor market. The commission will include review of the existing building and available survey information, feasibility and options appraisal, development and refinement of architectural concept designs, consideration of the building frontage and entrances, internal market layout, circulation, accessibility, customer and welfare facilities, servicing and back-of-house requirements, together with initial planning and statutory considerations. The appointed Architect will be required to work collaboratively with a separately appointed specialist Market Designer to ensure that market stall design, trader requirements, customer experience and placemaking are fully integrated into the architectural proposals. The commission will also include consideration of improved access and connectivity to the upper floor and existing void area. The successful practice will be required to support stakeholder engagement, including preparation of emerging design material for a pre-Christmas 2026 design reveal, and subsequently develop the proposals into a coordinated, funding-ready design package, including RIBA Stage 2 concept design information, visualisations, outline planning information and supporting material for business case and external funding applications.

Total quantity or scope of tender
The commission comprises one complete architectural consultancy appointment to progress the redevelopment of the ground floor of the former Wilko store into a new indoor market, from initial site review and feasibility through to a coordinated RIBA Stage 2 and funding-ready design package. Services will cover five principal work areas: site review and feasibility; concept design; developed and coordinated design; planning and statutory considerations; and design development and funding readiness. The commission will include preparation of plans, elevations, sections and visualisations; entrance and frontage proposals; internal market layouts; accessibility, customer welfare, servicing and back-of-house considerations; coordination with the separately appointed specialist Market Designer; consideration of access and connectivity to the upper floor; stakeholder engagement and preparation of material for the pre-Christmas design reveal; outline planning advice; and production of the design information required to support cost planning, the project business case and external funding applications. The appointed Architect will be required to attend and contribute to design workshops, Client and stakeholder meetings throughout the commission and provide all associated architectural reports, drawings, presentation material and design outputs identified within the specification.

3 Conditions for Participation

Minimum standards and qualification required
Bidders must meet the following minimum requirements in order to participate:
Be suitably qualified and professionally competent to provide architectural services of the nature and scope described within the procurement brief documents.
Hold, and maintain for the duration of the contract, the minimum insurance levels specified within the procurement brief documentation, including Professional Indemnity, Public Liability and Employers' Liability insurance, where applicable.
Demonstrate sufficient financial standing and organisational capacity to undertake and complete the commission within the required programme.
Have the technical capability and resources necessary to provide the architectural, feasibility and design development services required by the commission.
Be able to provide appropriately qualified and experienced personnel with sufficient availability to deliver the commission within the required accelerated programme.
Confirm the ability to commence the commission from the anticipated appointment date and meet the key project milestones specified within the procurement documentation.
Comply with all applicable statutory, professional, health and safety, equality, Welsh language and Council requirements relevant to delivery of the services.
Satisfy the Council's required financial/credit checks, insurance requirements and any mandatory exclusion or due diligence requirements applicable to the procurement.
Failure to satisfy any mandatory condition for participation may result in the bidder being excluded from further consideration.

Additional Information
This is a high-profile town centre regeneration project with significant stakeholder and public interest. The appointed Architect will be required to work to an accelerated programme, with appointment anticipated in early October 2026 and a key interim milestone being the preparation of emerging design proposals and presentation material for a pre-Christmas design reveal to Councillors and senior officers. The design will subsequently be refined, with the RIBA Stage 2 and funding-ready design package required by mid March 2027.
The Council intends to appoint a specialist Market/Interior Designer under a separate commission, and the successful Architect will be required to work collaboratively with this consultant and the wider project team throughout the commission. The Architect will retain responsibility for the overall architectural design and coordination, ensuring that specialist market stall design, customer experience, accessibility, servicing, placemaking and operational requirements are appropriately integrated into the building proposals.
Separate business planning and commercial viability work will also inform the emerging market proposition and operational requirements. The appointed Architect will therefore be expected to respond to relevant emerging findings as the design develops.
The primary focus of the commission is the ground floor indoor market. The scope also includes consideration of improved access and connectivity to the upper floor and potential interventions to the existing void area; however, detailed design of future upper-floor uses is not included at this stage.
