WP238 Engaging Deaf people, domestic abuse survivors, young people and New Scots in democracy

Description of the goods or services required

We will commission projects which aim to increase democratic participation among people across the whole of the UK (Lots 1&2), England (Lot 3) and Scotland (Lot 4) who may face barriers accessing information about democracy, voting and elections, specifically:

1. Deaf people, including but not limited to British Sign Language users (Lot 1)

2. Survivors of domestic abuse and others whose safety may be put at risk if their name and address appear on the electoral register (Lot 2).

3. Young people in England, particularly those who may face barriers to engaging in democratic debate and democracy more broadly (Lot 3).

4. New Scots, particularly refugees (with leave to remain status) and other eligible people who may not understand their voting rights (Lot 4).

Additional Information

The Electoral Commission will support projects that increase participants’ ability to, and likelihood of, participating in democracy.

Projects should explore a range of topics based on what is important to their audiences, such as:

· Why voting matters

· Who is eligible to vote

· Registering to vote, including the right to register anonymously where relevant

· The voter ID requirement (which applies to UK Parliament elections across the UK, and local elections in England only)

· Ways to vote

· How to identify mis- and disinformation

· What to expect at the polling station, including how to complete your ballot to avoid accidentally spoiling it, and what support is available to help people vote independently and in secret

· Upcoming changes to elections, including Automatic Voter Registration for devolved elections in Wales should it be introduced during the lifetime of the project

We will work in partnership with commissioned organisations to determine what success looks like and how we measure impact.
