Abstract

The Service supports people over the age of 18 who encounter problems as a result of substance use or who are in recovery from substance use. The Service facilitates initiation of recovery and provides help to manage community harm related to the use of drugs and alcohol across the city. II.2.4) Description of the procurement

The Council is seeking to appoint a single Provider (or a consortium of Providers with an established Lead Organisation) to deliver the specified service. An open procurement process will be followed where by the Single Procurement Document (SPD) will be utilised to identify suitable Tenderers in terms of compliance with the Public Contracts (Scotland) Regulations 2015 and/or the Procurement (Scotland) Regulations 2016/PR(S)A14 and the minimum standards and any other requirements set out in the Tender documents & Contract Notice. Thereafter an Award Criteria and Capacity evaluation will be undertaken to select the tender which represent the best overall value for money. Please see the attached documents for further detail on the intended process.

It is considered that this requirement is covered under the light touch regime of Public Contracts (Scotland) Regulations 2015.

Selection Criteria questions have been set out within the Single Procurement Document (SPD) and are also detailed further in appendix 3 of the Invitation to tenderers document.

Tenderers who do not pass these questions will not be subject to Award Criteria Analysis and their tender will not be considered further.

Bidders must complete the SPD (Scotland) as well as the Tenderers Submission document to demonstrate adherence to the Exclusion and Selection Criteria for this procurement.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:

Although the value of the contract exceeds GBP 4,000,000 it was deemed inappropriate to include community benefits in this instance considering:

Potential Providers are third sector organisations/charities and the inclusion community benefits could detract from the Service that is being commissioned (already on a reduced budget) and;

The Service is in itself is a benefit to the community.
