YMCA Cardiff requirement for Financial Services.

YMCA Cardiff, a Registered Charity and Registered Social Landlord regulated by the Welsh Government, is seeking an experienced provider to deliver a fully outsourced finance function. The contract will encompass all aspects of financial management, accounting, regulatory compliance, audit support and financial reporting, ensuring the organisation maintains robust financial control, meets all statutory obligations and receives strategic financial support to inform decision-making. The provider will be expected to work closely with senior management, the Finance, Risk & Property Sub-Committee and the Board, providing professional financial advice, management accounts, budgeting, forecasting and governance support.

The scope of services includes banking and cash management, purchase and sales ledger administration, credit control, rent accounting, VAT compliance, treasury management, audit preparation, and the completion of all relevant Charity Commission, FCA, HMRC and Welsh Government returns. The provider will also be responsible for project, grant, housing asset and development accounting, including Social Housing Grant compliance, component accounting, depreciation, development cashflow forecasting and capital programme monitoring. Bidders must demonstrate experience supporting charities and Registered Social Landlords, expertise in Xero, knowledge of Welsh housing regulation and funding arrangements, and the ability to provide qualified finance professionals capable of delivering both operational and strategic financial support.

In accordance with the Procurement Act 2023 and the Welsh Procurement Regulations, the estimated value of this contract is 120,000 per annum (excluding VAT). This figure represents the Authority's anticipated annual expenditure and should be regarded as the indicative budget available for the delivery of the services under this procurement. Tenderers are expected to submit proposals that demonstrate best value for money whilst meeting the full requirements of the specification. The Authority does not guarantee any minimum level of expenditure and reserves the right to award the contract based on the most economically advantageous tender in accordance with the published evaluation criteria.
