2. Aim

Estyn is seeking to appoint a suitably experienced supplier to undertake the discovery, user experience design, technical design, development, testing, deployment and initial support of a bilingual mobile application for iOS and Android.

The successful supplier will be expected to work collaboratively with Estyn to refine the detailed requirements during discovery, while retaining the core product proposition and minimum viable product (MVP) requirements set out in this specification.

• Deliver an intuitive, accessible and bilingual app for education professionals across Wales.

• Provide a personalised professional improvement experience based on role, sector, interests and setting preferences.

• Develop an AI-assisted search feature grounded in Estyn-approved content.

• Provide mobile-friendly access to Estyn resources and media content.

• Test and deliver phase 2; the creation of a secure inspector companion area connected to Estyn's existing Inspector Profile application.

• Provide appropriate content, notification, analytics, security, privacy and governance arrangements.

• Deploy the app to the Apple App Store and Google Play and provide documentation, knowledge transfer and agreed post-launch support.

•Provide ongoing maintenance and support services for a minimum period of 36 months following implementation, with associated ongoing and recurring costs identified separately from the core development costs.

Total quantity or scope of tender

Estyn has an anticipated budget of £40,000 inclusive of VAT or less for the core MVP, covering the discovery, design, development, testing and deployment requirements set out in the specification.

Bidders are encouraged to provide their most competitive price for meeting the full requirements of the specification. Proposals below the anticipated £40,000 budget (inclusive of VAT) are welcomed.

Ongoing maintenance and support services following implementation are outside the £40,000 core MVP budget. Bidders are required to provide separate pricing for ongoing maintenance and support for a minimum period of 36 months, together with any associated recurring costs, including hosting/cloud services, third-party licences and services, notification/analytics services and AI/model usage costs.

All ongoing and recurring costs must be clearly identified in the Price Schedule and will be considered when assessing the whole-life cost of the contract.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders must demonstrate that they are a suitably qualified and experienced digital development provider with the necessary financial standing, technical capability and capacity to deliver the contract. This includes experience in designing, developing, deploying and supporting comparable mobile applications for iOS and Android, including relevant integrations, security, testing and ongoing support.

Bidders must also be able to deliver the solution bilingually (Welsh and English) and meet the accessibility, data protection, information security and technical requirements set out in the tender specification.
