Description of the goods or services required
Galeri Caernarfon invites tenders from suitably qualified and experienced contractors for the refurbishment of external walkways, balconies and associated spiral stair structures at Doc Victoria, Caernarfon. The works comprise the replacement and refurbishment of structural steelwork, hot-dip galvanising, protective coating works, associated fixings, testing, inspection and certification. The contractor will be responsible for survey, design verification where required, fabrication, supply, installation and completion of all associated works. The building will remain operational throughout the contract and contractors must demonstrate how disruption to tenants, visitors and building users will be minimised. Practical Completion is required no later than 1 March 2027.Project Overview The works relate to the external walkways and balcony structures located on the Dock Elevation and Car Park Elevation of the building. Existing steel members have deteriorated and require replacement. Galeri intends to appoint a competent contractor to undertake the works in a safe, efficient and cost-effective manner whilst minimising disruption to building users. Scope of Works The successful contractor shall provide all labour, materials, plant, access equipment, supervision, temporary protection and documentation necessary to complete the revised works, including: Site survey, verification of dimensions and identification/marking of all existing deck plates prior to removal. Careful removal and temporary storage of existing deck plates for later reuse, unless otherwise instructed. Removal, treatment, refitting or replacement of diagonal braces, back-to-back angles and associated bracing members as set out for each elevation and level. Shot blasting to SA 2.5, re-galvanising and refitting of retained 60 x 60 x 8 RSA braces and other retained members where specified. Fabrication, supply and installation of new galvanised 80 x 80 x 8 RSA diagonal braces and/or 80 x 80 x 8 RSA back-to-back angles where required. Removal from site and lawful disposal of redundant steel members not required for re-use. Mechanical preparation and repainting of existing primary walkway members, including cantilever supports and UB sections, using the specified protective coating system. Replacement of deck plate fasteners and bracing fixings with new galvanised fixings of suitable grade. Provision of demarcation barriers, temporary access controls and protection to prevent unauthorised access to unsafe walkways during the works. Coordination with Galeri and its appointed electrician where existing services require temporary removal and reinstatement. Testing, inspection, certification and provision of all required safety, quality and completion documentation. Existing Structures The works are anticipated to include the following locations: Dock Elevation Upper Walkway, Spiral Stair Return and Landing. Dock Elevation Lower Walkway, Spiral Stair Return and Landing. Car Park Elevation Upper Walkway, Spiral Stair Return and Landing. Car Park Elevation Lower Walkway, Spiral Stair Return and Landing. Existing primary walkway members to all four areas, including cantilever walkway/landing supports and UB sections requiring mechanical preparation and recoating. Car Park Elevation Upper- Upper Walkway / Spiral Stair return and Landing: Remove deck plates and store for reuse, all deck plates to be identified priod to removal Remove all 80 x 80 x 8 RSA diagonal braces shotblast to S A 2.5, re-galvanise and refit Remove all 60 x 60 x 8 RSA braces shotblast to S A 2.5, re-galvanise and refit Remove and dispose of 80 x 80 x 8 RSA back-to-back angles; Supply, fabricate and install new galvanised 80 x 80 x 8 RSA back-to-back angles. Car Park Elevation Lower - Upper Walkway / Spiral Stair return and Landing: Remove deck plates and store for reuse, all deck plates to be identified priod to removal Remove all 80 x 80 x 8 RSA diagonal braces shotblast to S A 2.5, re-galvanise and refit Remove all 60 x 60 x 8 RSA braces shotblast to S A 2.5, re-galvanise and refit Remove and dispose of 80 x 80 x 8 RSA back-to-back angles; Supply, fabricate and install new galvanised 80 x 80 x 8 RSA back-to-back angles. Tenderers shall satisfy themselves as to the actual scope, quantities, access requirements and dimensions prior to manufacture and commencement on site. Existing Walkways Primary Member Refurbishment and Coating System The scope includes preparation and recoating of existing walkway primary members across the Dock and Car Park elevations. Surface preparation shall remove paint, rust and loose mill scale using mechanical cleaning methods, including wire cup brushes and hard wire brushes, to SA2 standard. Following inspection of the prepared surfaces, the specified coating system shall be applied strictly in accordance with the manufacturer’s instructions using brush and roller application only. Jotun Jotamastic two-part epoxy primer at 200 microns DFT, applied in 2 coats. Jotun Hardtop two-part epoxy system at 150 microns DFT, applied in 2 coats. Allow for restricted access to UB sections and cantilever supports as identified within the scope. Dock Elevation, Lower Walkway / Spiral Stair return and Landing 10 No Cantilever walkway / landing supports approx. 1.7m long ex 203 x 133 Section complete with end plate Approx. 112 linear metres of 203 x 133 UB, 203 x 102 UB restricted access. Car Park, Upper Walkway / Spiral Stair return and Landing 9 No Cantilever walkway / landing supports approx. 1.7m long ex 203 x 133 Section complete with end plate Approx. 124 linear metres of 203 x 133 UB, 203 x 102 UB restricted access. Car Park, Lower Walkway / Spiral Stair return and Landing 9 No Cantilever walkway / landing supports approx. 1.7m long ex 203 x 133 Section complete with end plate Approx. 130 linear metres of 203 x 133 UB, 203 x 102 UB restricted access. Minimum Requirements All replacement steelwork shall be suitable for an exposed external coastal environment. All new steelwork shall be hot dip galvanised. All replacement fixings shall be galvanised and suitable for the intended application. All steelwork shall comply with BS EN 1090 Execution Class 2, and galvanising shall comply with BS EN 1461:2022. All deck plate fasteners and removed bracing fixings shall be replaced with new galvanised fixings, with bracing fixings to be 8.8 grade galvanised unless otherwise agreed. The completed works shall maintain or improve the structural integrity of the existing walkways, balconies and stair structures. All works shall comply with current legislation, regulations and recognised industry standards. The finished installation shall be durable, safe and suitable for long-term public use. All operatives shall hold appropriate CSCS cards, and the contractor’s supervisor shall hold SSSTS together with task-specific training relevant to the works, including working at height and abrasive wheels. Standards and Compliance All works shall comply with relevant legislation and standards, including but not limited to: Construction (Design and Management) Regulations 2015. Health and Safety at Work etc. Act 1974. BS EN 1090. BS EN ISO 1461 for hot dip galvanised coatings. Relevant Eurocodes and UK National Annexes. All applicable structural steelwork standards, guidance and best practice. The Contractor shall ensure compliance with all statutory requirements applicable to the works. Site Visits Tenderers are strongly encouraged to attend a site visit before submitting a tender. Contractor Responsibilities The Contractor shall be responsible for: Verification of dimensions and site conditions. Preparation of risk assessments and method statements. Provision of temporary works where required. Provision of suitable supervision and competent personnel. Protection of staff, visitors, contractors and members of the public. Coordination of deliveries, fabrication and installation activities. Environmental management and waste disposal associated with the works.
