II.2.4) Description of the procurement
Sub-Contracts awarded to pharmacies in KENT for the provision of Public Health services including chlamydia treatment; a dispensing service for EOC, genito-urinary medicine (GUM) treatments and oral contraception.
The Authority has identified 62 participating community pharmacies that satisfy the requirements for service delivery. Patients retain the ability to choose amongst participating providers and the Authority does not restrict the number of providers eligible to deliver the service. Accordingly, the Authority considers that Direct Award Process B is the appropriate provider selection process.
The estimated lifetime value for all these contracts combined is £76,666.82
Initial period 1st October 2026 to 31st March 2028 with an option to extend by a further 28 months (end: 31st July 2030)

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
The awarding of these contracts is subject to the Health Care Services Provider Selection Regime, Direct Award B, regulations 2023. For the avoidance of doubt, the provision of Public Contracts Regulations 20215 do not apply to this award. The activity of these contracts is based on patient choice by providing access to public health services through multiple Pharmacies in Kent, allowing patients to select the most convenient provider for the services provided.
The estimated lifetime value for all of these contracts is £76,666.82 (VAT exempt). These contracts are awarded to existing providers in Kent for an existing service which these pharmacies have been providing since 2023.
The Authority has identified 62 participating community pharmacies that satisfy the requirements for service delivery. Patients retain the ability to choose amongst participating providers and the Authority does not restrict the number of providers eligible to deliver the service.
