Bridgend Town Hall Replacement Roof

Description of the goods or services required

Bridgend Town Council requires a total pitched roof replacement at the Town Hall, Bridgend, South Wales. The Town Hall is a single-storey building originally constructed in the 1970s. Following professional survey advice confirming the existing roof has reached the end of its serviceable life, the Council is seeking to appoint a suitably qualified and competent roofing contractor to deliver a complete cold roof replacement.

The successful contractor will be responsible for the safe delivery of all works, which includes but is not limited to:

Scaffolding & Access: Supply, erection, and subsequent dismantling of fully compliant, fixed independent scaffolding. This must include integrated stair access, material hoists, kickboards, brick guards, debris netting, and post-protection padding.

Asset Protection & Access Management: Provision of physical overhead protection tunnels/canopies over all maintained entrances, exits, and designated fire escape routes. No doorways, gates, or public walkways are to be obstructed at any time without the prior written consent of the Contract Administrator.

Strip-Out: Stripping and lawful disposal of all existing roof coverings, battens, and redundant roof furniture down to the structural deck/rafters.

Roof Installation: Supply and installation of a new cold pitched roof system across all areas of the building, comprising:

o Marley Ludlow Major interlocking concrete tiles (Smooth Grey)

o High-performance breathable underlay/undercloak.

o New treated structural timber tiling battens.

o Comprehensive ridge, eaves, and tile ventilation systems meeting current building regulations.

Rainwater Goods & Leadwork: Supply and installation of all new gutters, downpipes, valleys, flashings, and associated leadwork.

Specifications and Standards

All works and materials must strictly comply with the latest British Standards and building regulations, specifically:

• BS 5534 (Code of practice for slating and tiling)

• BS 8000-6 (Workmanship on building sites - Code of practice for slating and tiling of roofs and claddings)

• The Construction (Design and Management) Regulations 2015 (CDM 2015)

• All relevant Health and Safety Executive (HSE) legislation regarding working at height.

Architectural drawings, specifications and associated reports are uploaded to Sell2Wales.

The project involves a comprehensive, full-scale thermal and structural upgrade of a single-storey municipal pitched roof (22-degree pitch). The size is approximately 553 square meters.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders must meet the following minimum criteria to be considered for evaluation:

• Bidders must be registered with Companies House and be active, non-trading-risk entities.

• Must hold or commit to obtaining £5,000,000 Public Liability and £10,000,000 Employers’ Liability insurance.

• Health & Safety: Must hold a valid third-party safety accreditation from an SSIP member scheme (e.g., CHAS, SafeContractor, Constructionline). Bidders must be competent to act as Principal Contractor under CDM 2015.

• Must provide two references for similar pitched roofing projects on commercial or public buildings completed within the last three years.

• Must hold a valid Waste Carrier’s Licence for the lawful disposal of stripped roofing materials.
