Engagement process description
The Council's strategic ambition is to strengthen inclusive practice and provide earlier intervention, enhanced engagement and flexible learning opportunities that enable children and young people to remain connected to education, make progress in learning and achieve positive outcomes.
The Council wishes to work with provider who will promote:
- Inclusion and participation in education;
- Learner engagement, belonging and wellbeing;
- Early intervention and prevention;
- Partnership working between schools, providers and services;
- High-quality curriculum and vocational pathways;
- Safe, quality-assured commissioned provision;
- Reintegration, progression and post-16 preparation.
Providers will be required to demonstrate a commitment to inclusion, learner-centred practice and the development of positive relationships that support engagement and wellbeing.
Providers shall recognise that many learners accessing the Framework will have experienced disrupted education, anxiety, emotionally based school avoidance, trauma, exclusion, additional learning needs, adverse childhood experiences, social vulnerability or other barriers to learning.
Swansea Council would like to invite existing and potential providers interested in delivering these services to take part in our virtual market engagement event. The purpose of this event will be:
• To share information on the aims and objectives of the Framework
• To share information on the context for the delivery of services.
• To outline the procurement approach

• The event will be held on Monday 19th October 2026 at 11:00am – 12:00pm.
• Please register your interest by emailing James.Craven@swansea.gov.uk before Monday 12th October 2026 to enable a TEAM’s invite link to be sent to you.
This event will be delivered virtually via Microsoft Teams and we recommend that you join via a laptop/desktop so that it will be easier for you to type and use chat functionality.
Participation in this market engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist Swansea Council in the development of any future tender documents and inform as to the level of interest from the market.
This notice is not a call for competition.
