The contract was awarded following a further competition conducted under ESPO Framework Agreement 3S-22 Strategic HR Services. The framework agreement was established following a compliant procurement procedure and the contract was awarded in accordance with the framework agreement call-off provisions. A separate contract notice was not required because the procurement was undertaken through an existing framework agreement.
