Flying Start Early Year Placements in the Non Maintained Sector for Newport City Council

Description of the goods or services required

From September 2022, the Flying Start programme will be expanded to reach up to 2,500 more children aged 0 to 4 by increasing the Flying Start target areas in every local authority in Wales.

To meet this target, Newport City Council is expanding the Flying Start childcare provision in Newport with a particular emphasis on strengthening Welsh-medium provision. The Council are seeking to develop a preferred suppliers list of childcare providers in Newport. Whilst any provider is welcome to apply, areas of particular interest for 2022 – 2023 are as follows:

- Beechwood

- Stow Hill

- St Julian’s

- Liswerry

- Allt-Yr-Yn

- Shaftesbury

It should be noted that provision may be required in other areas of Newport during the contract period and providers will be notified.

Suppliers Instructions How to Express Interest in this ITT:

1. Register your company on the etenderwales portal (this is only required once)

- Browse to the eSourcing Portal: https://etenderwales.bravosolution.co.uk

- Click the “Suppliers register here” link

- Agree to the terms and conditions and click “continue”

- Enter your correct business and user details

- Note the username you chose and click “Save” when complete

- You will shortly receive an email with your unique password (please keep this secure)

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “ITTs Open to All Suppliers” link. (These are Invitation to Tenders open to any registered supplier)

- Click on the relevant ITT (itt_102261 available to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the ITT into your “My ITTs” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the ITT

- There may be a mixture of online & offline actions for you to perform (there is detailed online help available)
