II.2.4) Description of the procurement
Caerphilly County Borough Council, Social Services Department (The Council) wishes to engage with a suitably qualified organisation for the purpose of delivering an Intensive Therapeutic Fostering Service for Looked after Children and Young People.
The Service Provider will deliver an evidence based service within a Psychological, CAMHS based model which is already being (or has been) successfully delivered in other Council / Health Board areas.
The service will be delivered through a multi systemic approach; providing a variety of different types and styles of intervention simultaneously at many different points. The approach will place particular emphasis on four psychological models; attachment, family systems, person-centred and social learning approaches.

III.1.4) Objective rules and criteria for participation
Providers must express an interest in this tender by registering on the e-tender system Proactis plaza, and expressing an interest in the project to access the ITT documentation. Please follow the guidance documentation attached. Providers must complete all questions within the portal and attach relevant supporting documentation by the closing date and time.
This process is a two-stage, Open Tender Procedure. Stage One - Selection Stage consists of pass/fail and scored questions. Candidates are required to pass all pass/fail questions and achieve a minimum score of 6 for any scored questions.

Stage Two - Award Stage will consist of Quality 70% and Price 30%. Quality shall consist of project specific questions 20%, interview 30% and presentation 20%. Candidates will be required to achieve a minimum score of 6 for any scored questions within the specification response. Full details are in the ITT.

This contract is being tendered under the Public Contracts Regulation 2015, schedule 3, falling within Regulation 74-77, otherwise known
as the Light Touch Regime.
The contract period for this arrangement is for six years from the 1st April 2017, with the option to extend for up to a further period of forty-eight (48) months.
Organisations are required to submit a Community Benefits Plan/Method Statement but will not be scored as part of the evaluation process.
