Newport City Council on behalf of the Gwent Substance Misuse Area Planning Board invites experienced providers to tender for the provision of a Gwent wide service for children & young people who are experiencing problems in relation to their own drug and/or alcohol use. The Service will provide support for Tiers 1 and 2 and deliver services across Tier 3 with the appointed Tier 4 provider in line with the Health Advisory Service’s Tiered Model.

II.2.4) Description of the procurement
The aim of the Service is to provide integrated substance misuse treatment to young people and their families within Tier 1, 2 and 3 services and to support/enable targeted services to respond to children and young people’s substance misuse issues.
The main objectives of the service are, but not limited to:
- Ensuring that the Specialist and Complex service work in partnership to provide a comprehensive and seamless service to children and young people misusing substances whatever their level of need
- Providing a Single Point of Contact (SPOC) for all enquiries from potential or active Children and Young People, concerned others and professionals across Gwent. It is expected that the Specialist Service will co-ordinate the SPOC for both service elements.
- Operating under one Service name.
- Co-locating the Specialist and Complex Services
- Delivering training and implementing the use of an agreed targeted screening tool with Tier 1 and 2 agencies across Gwent.
