Justification for any framework agreement duration exceeding 4 years: This procurement necessitates a period of more than four years in order to allow sufficient time for the construction and development of the course with each provider, completion of the 3 year degree course by one cohort and the necessary evaluation and learning from this course construction and its delivery to inform any subsequent tender process."
