The Welsh Government is seeking to appoint a Technical Advisor for the Mutual Investment Model element of the 21st Century Schools
and Education Programme: Band B. The Mutual Investment Model is a Public Private Partnership. The Welsh Government recognises that
the selection of the right adviser teams is critical to the success of Band B of its 21st Century Schools and Education Programme. The role
of the Technical Adviser is a key one for the Welsh Government in its delivery of Mutual Investment Model (MIM) projects in Band B.
The theoretical technical knowledge required from the successful candidate needs to be complemented with practical deal-making
experience of recent public sector education infrastructure programmes.

II.2.4) Description of the procurement
For the MIM Projects in Band B, the Technical Adviser, as our infrastructure and Public Private Partnership (PPP)consultants, will join a
team of other specialist advisers including financial and legal. We do not require the Technical Adviser to act as lead adviser, nor do we
require the Technical Adviser to act as project manager for Band B. However, the Technical Adviser will be required to manage the
specialist advisers in its supply chain as Welsh Government is expecting a single point of contact from its Technical Advisory team.

~ Production of Standard specifications

The Technical Adviser will be required to provide the Services from Wales. Frequent and regular face to face meetings will be required
both in Cardiff and at the MIM authorities. Travel will be required to these locations.
