Newport City Council (hereinafter referred to as the Council) on behalf of the Gwent Substance Use Area Planning Board (hereinafter Gwent APB) invites tenders to establish the provision of a: -
- Children and Young Person’s Specialist Substance Use Service in Gwent (Lot 1)
- Gwent-wide Drug and Alcohol Family and Carer’s Support Service (Lot 2)
Suppliers must bid for both Lots. Tenders are welcome from Consortia as well as a single supplier.
The tender process for this requirement is the Social and Other regime in accordance with Public Procurement Regulations 2015.

II.2.4) Description of the procurement
The Newport City Council (hereinafter referred to as the Council) on behalf of the Gwent Substance Use Area Planning Board (hereinafter Gwent APB) invites tenders to establish the provision of a: -
- Children and Young Person’s Specialist Substance Use Service in Gwent (Lot 1)
- Gwent-wide Drug and Alcohol Family and Carer’s Support Service (Lot 2)
The tender process for this procurement is the Social and Other regime in accordance with Public Contract Regulations 2015.
Suppliers must bid for both Lots and bids are welcome from consortia and single suppliers.
The contract will be for a period of 7 years with a possible extension of 3 years, either in full or on an annual basis subject to funding and performance.
