Inspire 2 Achieve is seeking to contribute to ESF Priority 3 Youth Employment and Attainment Specific Objective 2 - To reduce the number of those at risk of becoming NEET, amongst 11- 24 year olds. The project will target early intervention for those most at risk across the 11-16 age range. Provision should be designed to meet the needs of participants at Key Stage 3 (school years 7 -9 when pupils are aged between 11 and 14)) and Key Stage 4 (school years 10-11 when pupils are aged between 14 and 16) who may
- Have been permanently excluded from school
- Have been excluded from the school on a fixed term basis
- Become at risk of disengaging from mainstream education and / or being excluded from school
- Require additional support during negotiated transfer between mainstream schools
- Require alternative educational provision to meet their educational entitlement, for instance in line with a Statement of Special Educational Needs or is a Child in Care with no school place.

II.2.4) Description of the procurement

Communities First delivery is currently for those who are 16+ and Families First delivers family intervention. The Inspire intervention will work with those of school age and be focused at the individual rather than the family, therefore filling the gaps that current services and projects do not deliver. Inspire 2 Achieve is designed to identify and address the needs of those most at risk of disengagement and support them to reintegrate into mainstream education provision or alternative curriculum models or to further prepare them for transition into the post-16 environments. The project will target early intervention for those most at risk across the 11-16 age range. We are seeking tenders from Suppliers who can demonstrate good outcomes and a positive impact. All qualifications must be approved for use with pre-16s, registered on the Qualifications in Wales database - www.qiw.wales/ - and delivered by staff experienced with working with this type of participant. Suppliers must engage, sustain, motivate and retain participants on qualifications they deliver and ensure there are strategies in place to re-engage participants who begin to falter. It is expected that Suppliers, through delivery of qualifications, will raise the aspiration of the participants.
