II.2.4) Description of the procurement
Swansea University has recently secured funding from the Welsh European Funding Office and the Welsh Government’s Department for Health and Social Services in order to build portfolios of intellectual property and commercialisation opportunities across the Welsh NHS, at Swansea University and beyond. The Program, AgorIP, will run until 31st December 2020.
In order to successfully deliver the Program, the University wishes to appoint a single Legal (Contract Managers) Provider who will work with the Project Manager and University staff in the provision of Contract Managers when required.
Having identified intellectual property opportunities at an appropriate stage of development, AgorIP will work with a Legal (Contract Managers) provider to seek to:
1. Identify those commercial opportunities which would be best served as a license opportunity and of these prioritise the ones which could have significant potential.
2. Identify a Contract Manager who has market, commercial and legal experience relevant to such an opportunity
3. Engage the Contract Manager in an early stage assessment of the market opportunity and assess their ability to work with the opportunity originator(s)
4. Subject to satisfactory performance, further engage the Contract Manager in shaping the opportunity and to identify potential interest parties as potential licensees
5. Engage with and enter negotiations with such parties and position the opportunity as a license to a 3rd party with commercial returns to the University and the creators.
6. With approval from the Director of AgorIP, prepare all documentation as required for the license to be authorised.
The Legal (Contract Managers) Provider will be required to interview and select the Contract Manager and agree with the AgorIP team the suitability of their experience and aptitude for association with any individual opportunity. Furthermore, the Legal (Contract Managers) Provider will administer the recruitment and appointment of the Contract Manager.
Applicants will be required to deliver the contract at all University premises.
In all cases, applicants will need to work closely with inventors, academics and clinicians as well as University administrative staff.
The University intends to commence the contract for a period of 40 months with an estimated contract value of GBP 260,000.00 over the period.
The University will reserve the right to procure services from other organisations where, for example, we believe unique specialist skills are required, where they are mandated by funders of University research or where we perceive a potential conflict of interest.
