Caerphilly County Borough Council (CCBC) Children and Communities Grant Programmes (Families First, Flying Start and Legacy) are looking to commission provider(s) to undertake a number of early intervention support services for citizens living within the CCBC Council area. The services are designed to improve outcomes for children, young people, adults and families by providing a range of interventions. All interventions will be delivered to families locally, support their wellbeing and empower families. There are five (5) contracts (lots) as detailed below, providers may tender for one or more lots.
CCBC wish to establish individual contracts with external organisations to meet the guidance provided by Welsh Government for the two Anti-Poverty Programmes.
Applications are invited from organisations who will work together to deliver projects across Caerphilly county borough as part of the Anti Poverty Programmes

II.2.4) Description of the procurement
Caerphilly County Borough Council (CCBC) Families First, Flying Start and Legacy are looking to commission a provider to undertake a Community Forum service for citizens and families living within the CCBC area.
The project will engage with families, parents and citizens living in Caerphilly county borough, by establishing and supporting the running of Community Forum groups throughout the borough. The contract will require the following outcomes for citizens and families:
Building wellbeing and resilience through improved confidence and sense of belonging
Support citizens and families to make the most of their potential, building ambition and encourage learning for life
Development of skills through volunteering opportunities, working with partners and involvement in a wide range of community focused activities
Greater engagement with services and the wider community, including an improved understanding of support available
Timely referrals in and out of the project: continued support for citizens and families exiting Families First, Flying Start and Community Regeneration projects, with timely referrals onto targeted services if required

II.2.4) Description of the procurement
Caerphilly County Borough Council (CCBC) Families First are looking to commission a provider to undertake a Parenting Support Service for families living within the CCBC area with children aged 8 to 17.
The parenting support provided is required to address the needs of the families which historically has included understanding behaviour, establishing realistic boundaries and building capacity and resilience in the family. Parents should also be supported with identifying risk factors (both online and offline) and how to ensure their children are kept safe.
Parenting support staff should work with parents in a supportive and empowering way and may need to role model parenting techniques with families. Parents may need support with their own reactions and mindset when it comes to their children’s behaviour. Parents should be supported to communicate effectively as a family. Supportive family relationships are critical in helping to shape positive social and emotional wellbeing in children. The Service Provider should, therefore, consider the best ways to support parents to ensure they understand the complexity of the changes their child is experiencing and the important role they play in helping to guide their child through these challenges.
Parents should be supported to engage, listen and empathise with their children. Support should focus not only on physical developments but also emotional milestones, understanding their children’s responses and behaviour, the biology of stress and the impact of ACEs.

II.2.4) Description of the procurement
Caerphilly County Borough Council (CCBC) Families First are looking to commission a provider to undertake a Wellbeing Support Service for families living within the CCBC area with children and young people aged 25 and under.
This project will deliver support for families with children and young people aged 25 and under, living within the Caerphilly County Borough Council area, affected by low level mental health, emotional health and wellbeing.
The service is aimed at supporting individuals within the family, children, young people and parents at a low-level intervention. Families who will access the service will be below the threshold of services such as the Primary Mental Health Support Service (PMHSS) and Specialist Children and Adolescent Mental Health Services (S-CAMHS). Where psychologist/therapist input is needed, referrals should be made to more appropriate services.

II.2.4) Description of the procurement
The project will deliver an impartial and independent advocacy service to parents and legal guardians of children / young people under the age of 18 living within the Caerphilly County Borough Council area.
The service will be delivered to a minimum of 175 individuals per annum and will be bespoke, dependent on the needs of the individual. Each intervention will involve working with a single individual addressing any advocacy issues and bringing them to a resolution.
The role of the Advocate will include supporting, empowering and representing the parent / legal guardian. Advocacy support may include, but may not be limited to, enabling parents / legal guardians to:

Participate in meetings
Make informed choices
Liaise with the Council or other Public Sector bodies

Section III: Legal, economic, financial and technical information
III.1) Conditions for participation
III.1.4) Objective rules and criteria for participation
The nature of the arrangement is to establish individual contracts, five (5) in total with external organisations to meet the guidance provided by Welsh Government for the two Anti-Poverty Programmes.
The initial period for each contract is three (3) years from 1st April 2021 to 31st March 202024 with an option to extend for up to a further period of 24 months, extended on an annual basis. Please note that each contract is subject to external funding, which may effect the continuation of each contract.
Bidders shall note that TUPE Regulations are applicable to all lots from 1st April 2021 as the Council has existing contracts in place until the 31st March 2021.
This contract is being tendered under Schedule 3 of the Public Contracts Regulation 2015, schedule 3, falling within Regulation 74-77, otherwise known as the Light Touch Regime.

This process is a two-stage, Open Tender Procedure. Stage One - Selection Stage consists of pass/fail questions. Candidates are required to pass all pass/fail questions to proceed to Stage 2, Award Stage. Any candidate that receives a fail, will be eliminated from the process at the point where the fail occurs. Stage Two - Award Stage will consist of Quality 80% and Price 20%. Quality shall consist of tender response 40%, interview 30% and presentation 10%
