Abstract

The Centre requires the services of an organisation to provide specialist procurement support. This support is required in two phases: Phase 1 • To undertake an analysis of the Centre’s current procurement policies & procedures, to assess compliance with EU funding/ WEFO guidance and to prepare a report including recommendations for any improvement; • To provide advice about the inclusion of community benefits within procurement processes; • To provide training for the management team on developing and implementing procurement processes. Phase 2 • To support the Centre to implement any improvements to existing procurement policies and procedures; • To support manager(s) to undertake initial procurement procedures including an RFQ Process, PQQ Process, ITT Process and OJEU Process as well as the development of a Framework; • To provide ongoing advice and support about procurement as required, including advice on any updates or changes to procurement policies or procedures by Government and others.

Provision of Specialist Procurement Support

Description of the goods or services required

The Centre requires the services of an organisation to provide specialist procurement support. This support is required in two phases:

Phase 1

• To undertake an analysis of the Centre’s current procurement policies & procedures, to assess compliance with EU funding/ WEFO guidance and to prepare a report including recommendations for any improvement;

Additional Information

Social Business Wales is funded by the Welsh Government and the European Regional Development Fund. Part of the Business Wales service, it is delivered by the Wales Co-operative Centre.

Social Business Wales has been designed to provide an overarching structure to support and grow the Social Business Sector in Wales. As part of the transformation agenda the project works with social businesses that have viable plans for growth and development. It works with exiting SME owners and their employees to transform the business in to a co-operative or an employee owned business. It also supports individuals employed in public service delivery to support them to transform the service in to a co-operative or employee owned business. The project aims to increase the sustainability and growth of social businesses, and create sustainable jobs in the West Wales and the Valleys and the East Wales areas.
