Description of the goods or services required

Melin Homes are looking to appoint a contractor for the provision of lone working equipment and services. To provide bespoke lone worker devices and solutions with flexibility. Melin Homes considers the safety of staff to be of paramount importance and is keen to work with a provider who will share our strong commitment to managing and minimising the risks posed to our employees because of the nature of their work.

Total quantity or scope of tender

The Contract shall remain in force for a period of 36 months commencing on the 1st May 2018. At present Melin Homes requires Lone working devices for 128 members of staff. Due to staff changes, we would also require single price units for devices. The pricing schedule must accommodate for variation within the contract.

Selection process - Melin Homes intends to carry out an interview and selection process based upon the tenders returned and the information therein.

• A valid Accreditation (which must not expire during the contract period)

• Hold all relevant insurances; and

• Can demonstrate relevant experience of, and provide references and samples

• Details of Quality Assurance / Quality Control or policy

• Employers Liability Insurance

• Health & Safety Policy

• Proof that services provision meet the British Standards BS 8484 and BS 5979

The successful contractor will be appointed on a 70% cost and 30% Quality basis, subject to passing mandatory pass and fail questions and requirements. Given the estimated cost of this contract, Melin have applied a community benefit sum to this contract

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

It is Melin Homes responsibility to deliver and report on Welsh procurement, supply-chain opportunities, resource and waste, targeted recruitment and training (TR&T) and community donations, to enable us to monitor our economic and environmental impact in Wales. Therefore, a contribution of 0.5% off the total value of this contract must be paid by the contractor into our sustainable community fund, please see the table below with examples of values. In addition to this all contracts over £100,000 must deliver targeted recruitment and training opportunities and contracts between £20,000 & £100,000 must consider for work placement, work experience or volunteering opportunities.
