Framework Agreement for Energy Company Obligation (ECO) Swansea & ECO Flex Scheme for Swansea Council

It is envisaged that the wining tenderer(s) will be managing agents that have existing ECO3 funding agreements in place with utilities to provide ECO3 fundingand ideally have a local supply chain to deliver eligible works where required. The

managing agent will be able to fund schemes in various formats;

(a) Funding only basis,

(b) Funding and delivery of ad-hoc schemes to Council and private stock (Additional funding being provided by the Council where needed)

(c) Funding plus related energy/consultancy advice (not covered by ECO3 funding), to both the public and private sectors.

(d) The Council would also want the facility to access funding the Agent may have obtained through other sources i.e. other than EC
