IV.1) Description

IV.1.1) Type of procedure

Award of a contract without prior publication of a call for competition

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

The Health Boards require an automated point of care visco-elastometric test for coagulation. The test needs to provide specific information regarding fibrinogen and extrinsic coagulation pathway activation. The test needs to have been investigated for use in obstetric patients experiencing major postpartum haemorrhage. Published data should be available to support that the test predicts progression of bleeding and is associated with reduced blood product usage during postpartum haemorrhage. The machine will allow prompt analysis of patients’ blood (collected in a citrated tube), with a result available within 10 minutes of the commencement of the test. Results will be displayed on the machine and remotely on hospital computers in appropriate clinical locations. Once the test is completed the result will also be automatically added to the electronic patient record.

Machines will be loaned to all obstetric units in Wales except Cardiff and Vale University Health Board and Abertawe Bro Morgannwg University Health Board who both own their devices. Training, service and maintenance is included within the provision. Integration into the hospital IT system including ability to remote view tests contemporaneously, and uploading of results into the electronic patient record is also included in the provision.

A previous VEAT was issued in 2016 which was issued to TEM International (now Werfen). The costs of consumables and service and maintenance will continue at the rate applied during the previously awarded contract.

Funding was previously approved by Welsh Government technology grant to support a quality improvement project of introducing early PPH management and ROTEM guided blood-products use across all maternity units in Wales. This project has significant historic research data based on the use of Werfen Ltd, (previously TEM International) ROTEM devices and is the one supplier capable of meeting the Health Boards unique requirements.

discretion) to suspend the award of contract whilst any outstanding queries are dealt with. We will not be liable for any costs or losses

incurred by you as a result of any suspension of the contract award or as a result of any other action made necessary by any challenge.
