Description of the goods or services required

This is a collaborative procurement to appoint a Supplier to develop and deliver a Leadership and Management programme for staff from across the Welsh Government Sponsored Bodies sector led by Qualifications Wales (QW) on behalf of the Welsh Government Sponsored Bodies (WGSBs)in Wales. QW wishes to award a Framework Agreement that may be used by the bodies listed in section 7 of the ITT (list of participating bodies). The Agreement will be managed by a core panel of HR professionals (“the Core Panel”) from Qualifications Wales, Higher Education Funding Council for Wales, Social Care Wales and Sport Wales on behalf of the wider sector. The organisations comprising the Core Panel may enter into individual contracts with the Supplier for the Services. Whilst the Contract shall be between the Supplier and the relevant Sponsored Bodies (Core Panel) the Supplier shall also, on request by any of the relevant Sponsored Bodies, provide the Services to a third party public body, mainly other Welsh Government Sponsored Bodies, on an ad-hoc basis.

Total quantity or scope of tender

We envisage running a minimum of 4 cohorts per year of not less than 10 but not more than 15 people. Cohorts would be regional and would include one Welsh speaking cohort per year. We expect approximately two cohorts would be run in North Wales and we anticipate these to be in the Welsh language. The majority of cohorts will take place in South East Wales and potentially in West Wales (Aberystwyth).

We envisage a programme running over 12-18 months with up to 6 cohorts a year split across both programmes (Essential Line Manager Skills and Strategic Leadership) and additional tasks in the work-place (e.g. action learning sets, reflection etc).

The contract period is three years with the option to extend for 2 further periods of one year. The final year extension option (year 5) may be offered if the training is delayed or paused due to exceptional circumstances such as the Covid-19 epidemic.
