Framework operation description
Direct Award (for requirements up to £5,000)
• A ranked supplier model applies for call-offs up to £5,000.
• The highest-ranked supplier (Rank 1) will be approached first.
• If Supplier 1 cannot meet timescales, specification, or best value, the Council may approach the next ranked supplier(s).
• Short quotations may be requested to confirm pricing, lead times, and compliance.
• All orders must be placed via official Council Purchase Orders.
b) Mini-Competition (for requirements above £5,000)
• For call-offs above £5,000, all framework suppliers will be invited to submit pricing and delivery proposals.
• Evaluation will be based on 100% price, subject to compliance with specification and any added value considerations.
• The supplier achieving the highest score will receive the award.
c) Council’s Right to Run Mini-Competition at Any Time
• The Council reserves the right to run a mini-competition regardless of value or ranking, where advantageous for reasons such as urgency, poor performance, technical requirements, large volumes, market volatility, or demonstrating best value.
d) Emergency or Urgent Requirements
• For time-critical or emergency situations, the Council may:
o Place a direct award with any framework supplier,
o Request quick-turnaround quotes, or
o Use the nearest available supplier to ensure operational delivery
