Clarifications
Please see below answers to serveral clarifications we have received; Q1. Site inspections will be limited to the weir and associated concrete training walls and slabs; A1. Site inspections will need to include the weir, concrete structures and any adjacent structural features such as rock-ramps or bank stabilisation. Any recommendations for wider scope of survey should be identified in the tender return. Q2. No buildings (excluding the Prendegast site) will be included in the structural inspections; A2. Yes Q3. The spatial extent of the surveys will be confined to the reinforced concrete structures. A3. The special extent will apply to both concrete structures and any associated stabilising elements such as rock-ramps and immediate bank stabilisation. Q4. Is there safe foot access for staff to both sides of the rivers at all sites? A4. All of the sites can be accessed on both banks on foot except Resolven, where the left bank is not possible to be accessed. Tenderers will undertake their own risk assessment to ensure safety of access to all sites, whether on foot or by vehicle. Q5. Is there any existing provision at the sites to enable safe access into the river at each site or would an access have to be created? A5. Provision for safe access is available at or close to the structures. Tenderers will be expected to satisfy themselves of the suitability of the access points, but we do not envisage that new accesses will need to be created. Q6. The tender documents draw attention to the fisheries embargo on in-river working, commencing 15th October. Could you clarify whether this means that no in-river working and intrusive survey will be permitted after this date? A6. This is dependent on the nature of survey and if any temporary works are required to enable the surveys to be undertaken. Tenderers should identify any intrusive aspects so that we can consult on the implications with our Fisheries experts. We do not expect the nature of the surveys to impact on the river bed ecology and therefore do not expect the embargo to be in effect. Where a tenderers proposal has such an impact we may seek further clarification. Q7. Can all the sites be safely accessed with a working vehicle such as a Land Rover, to take diving equipment within working distance of the weir sites? A7. We anticipate that all sites can be accessed to a reasonable distance with a Land Rover, but tenderers will need to satisfy themselves of the site specifics. Please note that the vehicle access to Resolven weir has limited head-room at the A465 underpass. Q8. The plan for Cilfrew shows a weir bypass culvert. What is the size of the culvert and would it be accessible to a diver? Are there grills or flap valves that would prevent access? A8. Access to the site is via public right of way. Our records of the Cilfrew site are somewhat limited and as such confirmation of suitability of access for diving operations, pipe size and any restrictions that impact on the survey scope should be determined so far as is practicable from a site visit prior to submission of tender and any limitations or qualifications stated.
