Correction to Question 2 in the Q&A for the Llynfi project
Below is to replace question 2 answered on 11th August 2015. Queries: 1. The description within Bill Item PA/110 does not reflect the work detailed on Drawing 408 i.e. French drain listed in BoQ and ditch detailed on Drawing. Response: Contractor to include price for French Drain specified in PA100 and the Drainage Ditch shown on Drawing 408 and specified in SD/120. 2. The description within Bill Item PA/120 does not reflect the work detailed on Drawing 408 i.e. the Bill does not describe the removal of 100mm of hardcore and replacing with 100mm of Type 1 subbase. Response: Contractor to include price for:- - excavation to 100mm existing hardcore track surfacing, re-compact existing sub-base and supply and lay compacted depth of 100mm DoT 1 stone; - removal of existing track excavated by 250mm with subgrade broken up by 200mm and backfilled with 250mm site sourced soils. 3. With regards to Specification Clause GP/280 we have major concerns over the ability to meet the desired specification and programme durations given the time of year that these works are to be undertaken and the likely weather conditions that will be encountered. It would not prove economical for the contractor to stop operations every time it rained. Response: The Specification Clause GP/280 does not require the contractor to stop operations every time it rains (though the cultivation has to stop if the spoil becomes too wet to be effectively cultivated - the quality of cultivation has to be monitored). The clause requires that the cultivation and incorporation of compost on a given strip of land is fully completed on the day. This requirement is essential to ensuring that the loosened spoil is well-mixed with the compost and not unnecessarily compacted by working it after it becomes wet. If a larger area was to be cultivated first and then compost incorporated after a few days then there is a high risk that it would become too wet to enable satisfactory incorporation. Conversely, the Clause GP/280 ensures appropriate scheduling of work that maximises the area of land fully prepared in the given time and minimises the area of land that may not be prepared should the weather conditions make the land unsuitable for further cultivation. 4. We are having difficulty understanding the extent of the scope of works under this contract and the mechanism for payment. Since the Bill of Quantities and Table of Information for Cultivation Compartments are Works Information, are we to be contracted to provide the works up to these quantities only? How are the Provisional Items to be dealt with? What will happen if there is an ambiguity between the Bills and the Drawings? Has thought been given to changing this scheme over to an ECC Option B Contract? Response: The contractor is to price to the quantities shown in the Bill of Quantities and Table of Information for the Cultivation Compartments. If there is any ambiguity between the Bill of Quantities and the Drawings then the Drawings will take precedent and any additional works identified once on site will be priced based on the rates supplied in the Bill of Quantities. The contractor is to provide a price for the schedule of rates listed so any additional items identified on site can be measured against these rates.
