Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
In order to ascertain the feasibility and scope of the forthcoming 111 Wales system / solution a Pathfinder exercise needs to
be undertaken over a 6 month period. Given the scales and scope of work needed to be undertaken and the subsequent
Procurement exercise and implementation of the new 111 system a two year contract is required.
It will not be technically feasible for the Authority to procure and implement a new GP Out of Hours service and separately
a 111 pathfinder "Concentrator" within this time.
This contract is an interim provision which will be succeeded by the new All Wales 111 Service / solution, for which a
Procurement exercise has commenced as per Prior Information Notice 2015/S 132-243234 and initial supplier briefing
