Total quantity or scope of tender
Hywel Dda University Health Board (HDUHB) has immediate pressures in meeting Referral to Treatment (RTT) waiting times targets across a number of specialties.
The health board requires an outsourcing framework, initially for up to 30 spinal cases that can be implemented within a rapid timeframe.
Having a contracting framework in place is critical to this which is at the core of this procurement exercise.
The patients offered treatment at any potential provider will be those who are waiting at the long end of the list referred in chronological order.
The procurement exercise is being completed for the scheduled care directorate.
The tender is conducted via the OJEU Light Touch Regime
|
3 Conditions for Participation
|
3.1
|
Minimum standards and qualification required
Any provider that is able to meet the needs of the Health Board, demonstration by the provider of the relevant ability, understanding, experience, skills, and resource & quality measures required to provide the services, with evidence to support based on the response to the output based specification.
An Acceptable/Pass assessment will mean that the provider has demonstrated that they have assured the Health Board of its ability to meet the requirement and, subject to assurances on cost, the provider will be placed on the Framework Agreement.
The Health Board will assure itself that the tariffs submitted are of a comparable nature. The tariffs will then be incorporated into the Framework and will be the rate(s) at which any activity is charged out at. In submitting tariffs it is worth noting that one of the criteria for calling off any activity will be cost/value for money.
